CIARO - “Center for Intelligence Analysis, Research & Operations” is a non-profit think tank, created under the mandates of 6 USC 331(c), specializing in advancing and supporting the National Intelligence Strategy (NIS) and National Counterintelligence Strategy of the United States, Romania, and beyond.
CIARO’s primary mission objectives align with and support the National Security Act of 1947 (50 USC 401). Our role is to provide timely, insightful, objective, and relevant intelligence on the activities, capabilities, plans, and intentions of institutions, organizations, individuals, and their agents to inform decisions on national security issues and events.
We do not formulate policy or make policy recommendations. Instead, CIARO serves as an independent source of intelligence for policymakers and decision-makers.
