
CIARO — Center for Intelligence Analysis, Research & Operations — is an independent, nonprofit think tank operating under U.S. and Romanian legal mandates, including 6 USC 331(c) and Law 26/2000, in support of the National Intelligence Strategy and National Counterintelligence Strategy of the United States, Romania, and allied nations.
CIARO's core mission aligns with the National Security Act of 1947 (50 USC 401).
In Romania, CIARO is a legally constituted nonprofit association, authorized by judicial decision and registered with the District 5 Court of Bucharest. The organization holds Parliamentary accreditation with the Chamber of Deputies, is registered in the Register of Religious and Nonprofit Entities, holds NATO Commercial and Government Entity
code NCAGE 1J7FL, and is registered with the Ministry of Public Finance.
CIARO's objectives include initiating, supporting, and advancing documentary research, intelligence operations, analytical campaigns, and the collection, processing, classification, and dissemination of data spanning economic, financial, social, demographic, cultural, political, and occupational domains — in service of both the organization's activities and the broader national security environment in which it operates.
Our mission is to provide timely, insightful, objective, and relevant intelligence on the activities, capabilities, plans, and intentions of institutions, organizations, individuals, and their agents — to inform decisions on national security issues and events.
CIARO does not formulate policy or make policy recommendations. We serve as an independent source of intelligence analysis for policymakers and decision-makers at the highest levels.
