CIARO — Center for Intelligence Analysis, Research & Operations — is an independent nonprofit think tank and intelligence-driven watchdog established under Romanian law.

We conduct research, intelligence analysis, documentary investigations, institutional monitoring, and strategic assessments in support of the public interest, national security awareness, democratic resilience, and informed decision-making.

Our work concerns Romania, the United States, allied nations, and the broader international security environment in which their interests, institutions, capabilities, and vulnerabilities intersect.

CIARO collects, verifies, structures, correlates, analyzes, protects, and communicates lawfully obtained information.

Our work draws upon open sources, official records, public databases, institutional documents, field documentation, authorized communications, professional exchanges, and other legally accessible sources.

Our mission is to provide timely, objective, evidence-based, and strategically relevant intelligence concerning the activities, capabilities, decisions, relationships, vulnerabilities, plans, and intentions of institutions, organizations, networks, individuals, and other actors of legitimate public interest.

We identify what is visible.

We connect what appears unrelated.

CIARO develops research, analytical, documentary, technical, and communications capabilities across areas including:

Our activities include open-source intelligence, documentary research, institutional monitoring, network and relationship analysis, early-warning assessments, strategic forecasting, crisis-related analytical support, secure communications readiness, and the lawful dissemination of relevant findings.

Within the organization’s name, the term “Operations” describes coordinated research, documentation, analysis, communications, institutional-support, and public-interest activities conducted within the limits of applicable law.

CIARO is legally constituted in Romania as a nonprofit association under Government Ordinance No. 26/2000 on associations and foundations, pursuant to a judicial decision, and is registered in the Registry of Associations and Foundations maintained by the Bucharest District 5 Court.

The organization:

• holds accreditation with the Chamber of Deputies of the Romanian Parliament;
• is registered with the competent Romanian fiscal and nonprofit authorities;
• holds NATO Commercial and Government Entity code NCAGE 1J7FL;
• operates under its constitutive documents, governing bodies, and applicable Romanian and European law.

CIARO is an independent nonprofit organization established under Romanian law.

Its independent legal and analytical status does not preclude professional engagement, institutional cooperation, secure communications, technical interoperability, or structured collaboration with authorized public, private, national, or allied partners.

CIARO does not exercise public authority and does not replace the constitutional responsibilities of competent public institutions.

This independence is the foundation of its analytical credibility.

CIARO’s analytical priorities are informed by publicly available national security, intelligence, counterintelligence, defense, cybersecurity, resilience, and emergency-preparedness strategies adopted by Romania, the United States, NATO, the European Union, and allied nations.

The integrated national security purpose established through the United States National Security Act of 1947, currently codified principally in Title 50, Chapter 44 of the United States Code, including 50 U.S.C. § 3002, represents an important strategic reference for CIARO’s work.

CIARO also follows relevant publicly available national intelligence, counterintelligence, homeland-security, defense, resilience, and emerging-technology strategies developed by the United States, Romania, and allied partners.

These frameworks help define the strategic environment in which CIARO conducts its analysis, develops its capabilities, and prepares for institutional cooperation when required.

CIARO develops and maintains analytical, documentary, technical, and communications capabilities designed for interoperability in complex security, resilience, crisis-management, and emergency-response environments.

Our internal standards, document architecture, information-handling procedures, analytical workflows, identity-verification mechanisms, and secure communication protocols are structured to facilitate rapid coordination, protected information exchange, and effective institutional cooperation.

Where operational circumstances require it, CIARO is capable of adapting its analytical and communications environment to compatible institutional standards, subject to legal authority, identity verification, information-security requirements, and the protection of all participants.

In its work, CIARO protects the confidentiality of sources, working documents, and cooperation in progress, in accordance with applicable law and professional standards.

Public communication reflects what can be disclosed responsibly, without compromising source protection or the integrity of ongoing work.

Consistent with the interoperable emergency-communications objective reflected in 6 U.S.C. § 577, including § 577(b)(1), CIARO maintains organizational and technical readiness to establish secure and encrypted communication channels during serious emergencies, institutional disruptions, or other exceptional circumstances.

Upon a verified request from a competent institution, emergency-response authority, diplomatic or consular authority, or authorized institutional partner, CIARO may activate appropriate channels to support:

• protected and time-sensitive information exchange;
• secure institutional communications;
• transmission and verification of relevant documents;
• analytical coordination and situational awareness;
• continuity of communication;
• support for coordination between verified participants;
• protected communications where ordinary channels are unavailable, compromised, insufficient, or inappropriate.

Any activation shall be legally compliant, proportionate to the circumstances, and subject to identity verification, appropriate authorization, operational-security requirements, confidentiality safeguards, and technical availability.

CIARO maintains this capability as a standing readiness framework that may be activated when a competent institution identifies a legitimate need and requests cooperation.

CIARO recognizes the humanitarian purpose reflected in 6 U.S.C. § 331 and remains prepared, when circumstances and lawful resources permit, to establish or support a dedicated charitable initiative consistent with the conditions set forth in 6 U.S.C. § 331(c).

Such an initiative may provide assistance to eligible surviving family members of United States Armed Forces personnel, members or contractors of the United States Intelligence Community, Federal Bureau of Investigation employees, and other eligible United States Government personnel whose deaths occurred under circumstances covered by the applicable legal framework.

The activation of such a structure would require appropriate funding, institutional cooperation, legal registration, governance, accounting, reporting, confidentiality, eligibility-verification, and distribution mechanisms.

CIARO does not presently administer an operational Johnny Micheal Spann Patriot Trust.

It maintains the institutional willingness and organizational readiness to evaluate and activate an appropriate dedicated structure when a legitimate need exists, lawful funding is available, and the applicable legal and administrative conditions can be fulfilled.

CIARO’s work is governed by legality, accuracy, source verification, analytical integrity, proportionality, legitimate confidentiality, and respect for fundamental rights.

We distinguish:

• verified facts from allegations;
• evidence from assumption;
• information from interpretation;
• analytical assessments from official determinations;
• documented relationships from speculative associations;
• institutional cooperation from public authority.

CIARO does not manufacture conclusions to fit predetermined narratives.

We follow the evidence wherever it leads.

We examine the broader context.

We identify patterns, inconsistencies, dependencies, vulnerabilities, and strategic consequences.

Our analysis may inform policymakers, public authorities, institutions, decision-makers, organizations, and citizens who require a clearer understanding of matters carrying public, institutional, or national-security significance.

CIARO does not exercise policymaking authority. It may develop strategic assessments, policy options, institutional recommendations, and decision-support analysis for public authorities, policymakers, institutional leaders, organizations, and other authorized decision-makers.

Responsibility for adopting and implementing public policy remains with the institutions and officials legally empowered to act.

Our purpose is to ensure that relevant facts are not ignored, critical relationships remain visible, institutional vulnerabilities are properly understood, and matters of public consequence receive the scrutiny they require.

We do not accuse. We document.

We do not disclose what must legitimately remain protected.
