CIARO - “Center for Intelligence Analysis, Research & Operations” is a non-profit think tank, created under the mandates of 6 USC 331(c), specializing in advancing and supporting the National Intelligence Strategy (NIS) and National Counterintelligence Strategy of the United States, Romania, and beyond.
CIARO’s primary mission objectives align with and support the National Security Act of 1947 (50 USC 401).
In Romania, the CIARO Association is a legal entity, organized according to Romanian legislation in the form
of a charitable and non-profit association, which was authorized by the Court of Law by final
decision, is registered in the Register of Legal Entities - Associations and Foundations - attached to
the District 5 Court Bucharest, in the Register of entities/units of cult, accredited to the Romanian
Parliament - Chamber of Deputies, with code NATO Commercial and Government Entity-NCAGE
1J7FL, as well as from the fiscal point of view at the entities of the Ministry of Public Finance, has
legal personality, governing entities and a purpose determined according to the constitutive acts
verified and authorized by the judicial authorities in law.
According to art. 6 of the Articles of Association and art. 6 of the Statute of the Association, the
Objectives, among others, proposed by the CIARO ASSOCIATION are the following:
- Initiation, material support and promotion of documentary research activities, various ranges of
activities, consisting of operations, campaigns and research activities, processing, analysis,
classification and dissemination of data of economic, financial, social, demographic, cultural,
political, occupational, necessary both for the activities carried out by the association, but especially
for the social, economic, cultural, scientific environment in which it carries out its activity.
Our role is to provide timely, insightful, objective, and relevant intelligence on the activities, capabilities, plans, and intentions of institutions, organizations, individuals, and their agents to inform decisions on national security issues and events.
We do not formulate policy or make policy recommendations. Instead, CIARO serves as an independent source of intelligence for policymakers and decision-makers.
